Guidelines are prescribed by agencies to aid applicants in preparing applications. Guidelines are generally more flexible than regulations or statutes. Examples in the US include the USDA guide to applicants, EPA Subdivision M, which contains specific experimental design requirements and the FDA guide for food products.
